Job Summary
Rio Salado College is part of the Maricopa Community Colleges and is considered one of the premier colleges in the country known for innovation in education and a highly collaborative working environment. Rio Salado has been transforming the learning experience for students and setting the standard for innovation in higher education since 1978. Known as America's Online Community College, Rio Salado has a national reputation for online excellence and is one of the largest online public community colleges in the nation, serving nearly 50,000 students annually with nearly 28,000 online in all 50 states and internationally. The College is dedicated to providing affordable and flexible educational opportunities to meet the needs of today's students offering non-traditional and in-person programs that include college bridge pathways, incarcerated re-entry, community-based learning, corporate and government partnerships, early college initiatives and university transfer. The Vice President of Academic Affairs (VPAA) is the Chief Academic Officer of the College and reports to the President. The Vice President works in a progressive, forward-thinking, student-centric, and highly collaborative environment. The VPAA provides dynamic leadership and administrative oversight to the college academic departments and academic support services with the members of the senior executive team in the leadership, planning, policy and budget development, and management for a comprehensive academic affairs program in a learning centered college to meet the needs of a diverse student body. The Vice President oversees partnerships, continuing education, curriculum, early college, faculty, library services, honors program, incarcerated re-entry programs, instructional design, instructional helpdesk, online & hybrid/blended learning, and certificate & degree programs. The position leads 5-6 direct reports, and a staff of 28. In addition, the position administers a budget of $35 million for a unit of over 1,000 employees.

Essential Functions
The Vice President is a member of the President's Executive Council and Cabinet and serves as an advisor to the College President in matters pertaining to instructional programs in the District.

Collaborative Administration & Management: Administers and supervises the development of academic affairs and various operational programs; provides oversight to the college's academic programs and assessment activities including planning, monitoring and evaluating; provides oversight and broad supervision to functional areas; meets with functional department heads to plan, review budgets and handle personnel issues; provides leadership regarding accreditation; provides supervision to the college's faculty, evaluates faculty, monitors projects and attends appropriate meetings.

Academic Planning & Leadership: Provides oversight to the system supporting the online learning program, chairs the Development Team as well as leads the development of policy and standards, strategic planning and outcomes related to online learning; oversees the preparation of the master class schedule and college catalog; oversees development of grant proposals and administration of grant-funded programs; participates with other college administrators in planning student recruitment/retention efforts; develops, supports and maintains liaison relationships with business, industry and community partners; resolves issues with student and faculty; prepares reports and presentations representing the college locally and nationally; participates in District leadership meetings as a member of the college's senior management team including setting strategic direction and budget input.

Partnerships: Success requires knowledge of current practices in the administration of community college instructional programs and related support activities; curriculum, program and staff development; at-risk and special needs students; the use of technology in teaching and learning; assessment of student learning; assessment of changing community educational needs and development of responsive programs; supervision of faculty and administrators in planning and delivering instructional services; coordination activities with a variety of college staff and departments; and preparation and monitoring of budgets.

Minimum Qualifications
Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area.

Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to area(s) of assignment and four years of experience in an academic leadership and/or supervisory role in higher education and three years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency.

Desired Qualifications
A. Earned Doctorate degree from a regionally accredited post-secondary institution
B. Teaching experience, preferably at a community college
C. Three (3) or more years' experience at the Dean's level or higher in academic affairs at a comprehensive community college
D. Experience in a highly distributed, complex environment with both centralized and decentralized decision-making and program delivery, especially a multi-campus and/or multi-college system
E. Experience at a higher education institution that offers comprehensive online and distance education program delivery, and includes an understanding of system processes and support
F. Experience in course development and instructional design
G. Proven ability to thrive in a progressive, forward-thinking, high-energy and highly collaborative work environment
H. Demonstrated commitment to Diversity, Equity, Inclusion and Belonging; proactively embrace DEIB
I. Experience with innovation in an academic setting; success leading innovative teaching and learning practices
J. Experience with instructional/occupational programming, organizational and academic strategic planning, accreditation (reaffirmation in 2022), budgeting, and personnel management
K. Experience leading academic programs and services such as Assessment, Center for Teaching and Learning, Developmental Education, Honors, Online Learning, and/or related services
L. Demonstrated knowledge of the trends, challenges, and compliance issues facing today's community college, to include an understanding of student development theory in the student life cycle and applied to online and virtual learning
M. Demonstrated commitment to participatory/shared governance and fostering a culture of collaboration with a diverse campus constituency emphasizing consensus building, conflict resolution, and problem solvin
