FERPA Compliance Officer



Position Summary

Serves as the University contact regarding interpretation and application of FERPA policy. Provides guidance and feedback to students, faculty, and staff on campus regarding the FERPA policy. Serves as the liaison between the Office of the Registrar and campus partners regarding updates and expectations around Federal and University policy. Responsible for maintenance and updating of FERPA training materials utilized by faculty, staff and students required for FERPA certification.

  • Collects, analyzes, and prepares records/data for the University in the processing of FERPA requests.

  • Reviews records gathered in response to requests to determine responsivity.

  • Intakes and analyzes FERPA requests to determine potential sources of records sought.

  • Reviews, interprets, assesses, and analyzes University records/data to determine responsivity to FERPA requests, and to prepare records/data for public release.

  • Oversees all phases of FERPA request processing, including separating and analyzing information contained in university records that is exempt from public disclosure from that which is not exempt under the provisions and requirements of FERPA.

  • Conducts research on relevant disclosure laws, regulations, policies, and precedents to reach conclusions regarding the release of requested information, and document results.

  • Composes internal and external correspondence critical to the timely processing of FERPA requests.

  • Coordinates the submission of education records to fulfill FERPA requests and where appropriate, uses redaction software to complete the task.

  • Provides guidance and feedback to students, faculty and staff regarding interpretation and application of FERPA policy.

  • Develops FERPA training materials and conducts training to academic departments and units as required for FERPA compliance.

  • Reviews University FERPA policy and makes recommended changes as appropriate; develops written procedures for all FERPA tasks as well as a manual for campus distribution.

  • Reviews software solutions to fulfill FERPA requests.

  • Consults with General Counsel for guidance on FERPA interpretation.

  • Develops an automated FERPA compliance schedule that requires faculty and staff to complete training every three years.

  • Develops a FERPA network of colleagues to standardize compliance in all areas of the University.

  • Reviews other federal compliance policies to determine connections with FERPA.

  • Meets with the FOIA office to understand the differences between FOIA and FERPA.

  • Acts as an ancillary reviewer for FERPA under the Human Research Protection Program.

  • Provides backup for compliance related issues within the MAU.

  • Maintains FERPA databases.

  • Assist in special projects related to the FERPA strategic planning for the university.




Unit Specific Education/Experience/Skills

Knowledge acquired by completing a four-year college program in Business, Education or Management; three to five years of related and progressively more responsibility or expansive work experience in instructional technology for training purposes, records management, and compliance; or an equivalent combination of education and experience.



Desired Qualifications

  • Knowledge of and participation in professional work in the area of higher education at the national level.

  • Knowledge of and experience in processing and managing FERPA requests.

  • Knowledge of Michigan State University or a similar institution in terms of culture, structure, and organizational processes.

  • Knowledge of or experience in developing FERPA training materials.

  • Excellent written and verbal communications skills.
